Soros Foundation
During September 1992 and March 1993, Prof. Chen was a consultant
to the Soros Foundation on its New Information Technology Program
for Eastern European countries. During Sept. and October 1992, she
travelled to nine East European countries -- Hungary, Estonia, Latvia,
Lithuania, Poland, Romania, Bulgaria, Czeh, and Slavakia.
