  • "Toward a dynamic global information merketplace: A consultant/educator's view on the potentials for the information industry," is an invited speech delivered at the Association of Information and Dissemination Centers (ASIDIC) Fall Meeting, September 26, 1994 in Washington DC.

  • "The First Emperor of China: A multimedia presentation," was an invited talk given at the Fall Meeting of the Chinese American Librarian Association's Mid-Atlantic Chapter and the DC-MD-VA Chapter of the Art Libraries Society of North America, at Smithsonian Institute, Washington DC, November 20, 1993.

  • "Interactive Videodisc Technology as Demonstrated with the First Emperor of China Disc," was a special talk given at the Library of Congress on December 16, 1985.

  • Dr. Chen moderated both the Legislative Workshop and the Information Update, sponsored by the ALA Legislation Committee, at the ALA mid-winter meeting in Washington DC on January 5 & 7, 1985.

  • Dr. Chen testified April 14, 1984 on behalf of ALA for the "Humanities Projects in Libraries" under " Special Projects" of the Division of General programs of the National Endowment for the Humanities before the Subcommittee of the Interior and Related Agencies, Committee on Appropriations, U.S. House of Representatives.

  • "Federal Research Funding for Information Science," was the session at which Dr. Chen served as the Reactant at the Annual Meeting of the American Society for Information Science, Washington, D,C., October 28, 1981.

  • "Criteria of Effectiveness for Network Delivery of Citizens Information Through Libraries," was the invited speech presented at the Annual Meeting of the American Society for Information Science, Washington, D.C., October 27, 1981.

  • "Multimedia: The Magic Tool for Knowledge and Information Presentation," was a keynote speech delivered at LITA's Emerging Technology Interest Group Annual Meeting, entitled Multimagic: The Use of Full Motion Video and Hypermedia for Library Instruction and Audiovisual, at the American Library Association meeting, Atlanta, GA, June 30, 1991.

  • "Multimedia Information Delivery: The Challenge to Librarians in the Visual Information Age," was a keynote speech presented at the Pre-conference Program of the Reference and Adult Services Division, entitled The Electronic Library: Linking People, Information and Technology, at the American Library Association meeting, Atlanta, GA, June 28, 1991.

  • "Microcomputer Library Systems and Subsystems: A State of the Art Review," is the invited plenary talk at the Conference on Integrated Online Library Systems held at Atlanta GA on September 13-14, 1984.
