  • "The Art and Politics of Writing Grant Proposals," and "Administrative Accountability of Grant Awards," were given at the Institute on the Art and Politics of Library Grants at Simmons College on April 26, 1980. Institute directed by Dr. Chen.
  • "Effectiveness of the Library as an Information Source Provider," presented jointly by Drs. Chen and Hernon at the 43rd Annual Meeting of the American Society for Information Science, Anaheim, California on October 8, 1980.
  • "Information Services in the 1980's -- What Are the Urgent Needs in China," was the speech given at Chengdu University, Sichuan, PRO on June 18, 1982.

  • "Overview on Microcomputer Applications in Library & Information Management," is the opening speech given by Dr. Chen at the Asia Regional Seminar-Workshop on the Application of Microcomputers to Library and Information Management, Manila, October 30, 1984.




  • "The Art and Politics of Writing Grant Proposal and Techniques for Approaching Funding Sources," was one of key speeches given at Seminar on Fund Raising Strategies for Library Automation sponsored by CLSI in Boston, MA on May 2, 1986.
  • "Financial Management," was a three-hour seminar given to the New South Wales Branch of the Library Association of Australia in Sydney, Australia on June 16, 1986.
  • "Strategic Planning for Library Managers - Fiscal Considerations," was the topic of a speech given to the Canberra Group of the Library Association of Australia in Canberra, Australia on June 19, 1986.
  • "The Dynamic Library of the 1980's," was a keynote speech given at the Seminar on Performance Measures: The Accountable Library in Perth, Australia on June 27, 1986.
  • "Videodisc Technology and Its Potential for Library Development and Cooperation," was the Keynote speech given at the Seminar on Library Development and Cooperation sponsored by the National Central Library, Taipei, Taiwan, August 19, 1986.
  • "Libraries in the Information Age," was an invited talk given at the LaserActive '86 Conference, Boston, October 9, 1986.
  • ''Potential of Interactive Videodisc Technology for Information Resource Management," was a keynote speech delivered at the International Symposium on Information Resource Management, Dubrovnik, Yugoslavia, June 1-6, 1987.

  • "Libraries in the New Information Age," was the keynote speech delivered to the TRSD Sectional Meeting at the Annual Conference of the North Carolina Library Association, Winston-Salem, NC, October 28, 1987.
  • ''CD-ROM Survey in American Academic & College Libraries," was delivered at the 11th International Online Meeting's Opening Session in London on December 8, 1987. On December 10, 1987, a joint paper entitled ''Factors in Decision Making for Automated Systems'' was presented with Diane R. Tebbetts at the same conference.
  • "CD-ROM and Optical Disk Media Roles in the Organization, Administration and Delivery of Information," and "PROJECT EMPEROR-I: A Special Presentation," were two keynote presentations given at the North Carolina Annual Winter Workshop on Optical Disk Media and Technology at North Carolina Central University, Durham, NC, on February 20, 1988.


  • "Libraries in the Information Age: New Technology, New Media, New Mission, and New Challenge," was a keynote speech delivered at the International Symposium on New Techniques and Applications in Libraries, Xian, China, September, 7, 1988. Also "Interactive Video Discs and the First Emperor of China: A Case Presentation on PROJECT EMPEROR-I's Qin Terracotta Figures," was the second keynote given at the same conference, September 9, 1988.


  • "The Library in the New Technological Age," was a talk given to academic librarians and library educators in Kyoto, Japan, sponsored by the Kyoto American Center, April 13, 1993.

  • "Technological Potentials for the Global Library: Realities and Challenges," was an invited speech given at the International Conference on National Libraries Towards the 21st Century in Taipei, Taiwan, ROC, April 20-24, 1993 in celebrating the 60th Anniversary of the National Central Library of ROC.
