US Department of Education

Throughout the years, Prof. Chen has worked closely with the US Department of Education on a number of projects. These include:

1976-1982 She served as Project Director of the US Office of Education Title II-B Fellowships for Minorities and Women in the D.A. Program in Library Management. These fellowships have been instrumental in producing many young minority and female library leaders.

1977 She was the Principal Investigator of a Title II-B Institute Grant for a 5-day nation- wide Institute on Library Management Without Bias.

1978-79 She was the Principal Investigator and Project Director of a major Title II-B R&D Grant project on A Regional Investigation of the Citizen's Information Needs in New England. This research resulted in a baseline document on citizen's information needs for the first white House Conference (1981). The results are also summarized in a book entitled Information Seeking, published by Neal- Schuman.

1980 She was the Principal Investigator and Project Director of a follow-up Title II-B R&D Grant project on Criteria of Effectiveness for Network Delivery of Citizen's Information Through Libraries.

In addition, Dr. Chen has also been members of the Review Panel of USDE's College Library Technology and Cooperation Grants Program.
