During 1980-1982, Prof. Chen worked as consultant to WHO on a number of education and training projects. They were essential for the development of health sciences information services in the South-East Asia Region and China. These include:

December 1981 - January 1982 - The Western Pacific Region of the World Health Organization on the on the offering of an intensive training course on medical library and information management for top-level health sciences information staff from the North-East Region of China, Tianjian Medical College, Tianjian, People's Republic of China - Consultant

May-June 1982 - The Western Pacific Region of the World Health Organization on
